rah - random noise signal generator with hold feature

rah output[b] amplitude[bvpn] increment[bvpn] pos[dpv] from[dpv] to[dpv] ;

rah is the same as ran except that instead of moving in straight lines
between random values, the random values are held steadily until a new
one is chosen.
