If the mouse is in the title bar the performance of other running applications (such as the stopwatch demo) are seriously affected. On the other hand if you are dragging a launched icon around (which should essentially amount to the same thing) the performance doesn't suffer noticably. When the mouse goes down in the title bar the performance is bad eve if you don't move it!
